Gujarat-based Torrent Power will take over the electricity management of Bhiwandi circle, which is notorious for power pilferage, within a month.

MUMBAI: Gujarat-based Torrent Power will take over the electricity management of Bhiwandi circle, which is notorious for power pilferage, within a month. The move, which is neither privatisation nor an outsourcing deal, is described as “power franchising”, where all segments of the power sector - supply, maintenance and recovery - can be opened to private entities.
“For 10 years from now, Bhiwandi will be fully run by Torrent Power,” Sanjay Bhatia, MD, MahaVitaran, the state power utility for distribution, told ET.
MahaVitaran will supply around 600MW of power at circle’s entry point from where it will be handled by Torrent. “Improving distribution, attending to complaints and even bill recovery will now be Torrent’s responsibility,” Mr Bhatia said.
The powerloom town near Mumbai with over 44% reported T&D losses and recovery rate of about 25% offered a model case for experimentation. The circle, where around 75% of the power supplied goes unbilled, was finally put on the block after government agencies failed to keep the communally sensitive Bhiwandi sector on track.
MahaVitaran roped in Crisil to prepare preliminary report after which bids were invited to handover Bhiwandi’s responsibility to private sector.
“Around 40 players - including Tata Power and Reliance - submitted expressions of interest, of which only two, Torrent and Crompton Greeves, remained till the end. We selected Torrent over the latter since it offered a better rate,” Mr Bhati said. For the first year, Torrent will pay Rs 1.80 per unit, which will subsequently go up to Rs 2.45 per unit in the 10th year.
The company’s task will be to bring down the T&D losses to 14% from 44% in the next 10 years, along with increasing collection efficiency to 98% from the current level. In return, MahaVitaran will receive an additional revenue of Rs 1,500-2,000 crore. The results are expected in the very first year with revenue projections indicating a rise of Rs 150 to Rs 180 crore.
Torrent’s record also helped it clinch the deal. The company has successfully handled similar situations in Surat and Ahmedabad where T&D losses now have come down to below 10%. The state is hoping for similar results in Bhiwandi where in one circle alone the arrears are closed to Rs 800 crore.
The circle is a home to six lakh of the country’s 19 lakh powerlooms. Interestingly, the sector also accounts for 33% of the total defaulters.
Being communally sensitive, Bhiwandi has always been a nightmare for the state power utilities. Such was the notoriety of the circle that MSEB had to abandon bill recovery fearing “law and order” problem.
Fearing political backlash, the Congress-NCP government too preferred to offer “free power” to Bhiwandi.
